So, my PC runs Skyrim fine. I can play at 1920x1080 with medium-ish settings and get around 30 frames outdoors and 50+ indoors. And, when I enable any ENB configuration I only get about 3-5 frames less BUT Skyrim starts to crash about every 5 minutes and load times are very, very long.
